According to documents obtained by CBC News, the Conservative government has considered abandoning the greenhouse gas reduction goals set out in the government's 2007 Turning the Corner climate change plan and allowing weaker targets for the oil and gas sector. This raises the question of whether Canada is negotiating in good faith at climate talks in Copenhagen this month.

The documents CBC News obtained are draft documents that were prepared for presentation to Prime Minister Stephen Harper's cabinet in the weeks leading up to the United Nations climate change summit in Copenhagen. The documents outline a working draft position of Canada's stance on emissions targets.

The draft proposal talks about harmonizing its approach to cutting greenhouse gases with the United States, suggesting that its new approach is in harmony with U.S. legislation — particularly the American Clean Energy and Security Act.
